In summarizing the months activity, Glen Gieschen, Managing Director of Gieschen Consultancy stated “February is continuing the trend towards counterfeiting brands, trademarks and copyrights which increased by more than 15% from January. Given that a number of terrorist and criminal groups such as Al-Qaeda, ETA, Inagawa-kai, Sanbonsugi-ikka, and Yamaguchi-gumi were involved in counterfeit activity in February, this will continue to cause concern for governments, corporations and consumers. Typically bogus items are made of inferior or poor quality components which have caused significant harm or death to individuals. Cases involving cellular phone batteries which exploded and burned children, bootleg liquor which contained 200 times the acceptable methylated spirits killing dozens, condoms which failed to protect against sexually transmitted diseases and contraception, and fake botox and AIDS vaccines which caused deaths have become a reality. Other industries are equally concerned with the use of aircraft or automotive parts such as brake pads, ball bearings or filters which failed to work under normal conditions. Increasingly, the threat of deliberately adulterated or spurious food products is fueling concerns over agroterrorism and bioterrorism as the food supply has been shown to be vulnerable to phony baby formula which killed dozens of children in China.

A record number of incidents were uncovered by brand enforcement personnel involving copied products which used unauthorized trademarks and pirated work relating to copyright infringement. Of the 82 brands identified, 17 brand owners accounted for more than 69% of this activity indicating that those responsible for the unauthorized reproductions are targeting specific brands and IP owners which market their products globally.

In response, there is an increasing awareness of brand protection technologies and intellectual property protection strategies. The use of digital rights management, digital watermarks, document security, intelligence gathering, nanotechnology, RFID (Radio Frequency Identification), and security printing are assisting in anti-counterfeit and anti-piracy efforts. Combined with intellectual property enforcement, IP owners are becoming more effective in reducing losses.

All counterfeit activity should be of concern as it fuels other crimes such as terrorism, identity theft, fraud, forgery, smuggling, parallel trade, product diversion, and a black market for a wide variety of knock off and imitation items. Countries which are most active in reporting incidents are Italy ($ 18.7 Million), USA ($ 15.5 Million), Spain ($ 14.5 Million), South Africa ($ 12.3 Million), Canada ($ 4 Million), Taiwan ($ 3.2 Million), Kenya ($ 1.7 Million), UK ($ 1.4 Million). China, reported as the single largest manufacturer of counterfeit items, ranked 9th ($ 1.0 Million).

Compounding the problem is access to simple duplication methods which allow counterfeiters to reproduce items without incurring a large expense. In some cases, equipment has been obtained using fake ID, only to be used to perpetrate other crimes such as counterfeiting checks or currency. The most common method are as follows: Entertainment & Software, using CD or DVD burners; Financial Instruments, using computers, scanners, printers, and copiers; Cigarettes, obtaining cigarette manufacturing equipment; Identification, computers, printers, scanners, cameras, and laminators.

Assisting terrorists and criminals in facilitating their crimes and avoiding detection, fake identification posses another challenge. As the sophistication and scope of the crimes increase the value of identification desired also increases from drivers licenses and birth certificates to passports, visas and national identity cards. 26% of global counterfeiting now involves the manufacturing of identification. The most common forms of fake ID are passports (27%), drivers licenses (18%), other government identification (10%), identity cards (9%), social security cards (8.5%), birth certificates (6%), visas (6%). Other less common forms are green cards, police and military identification, citizenship papers, home visit permits, immigration papers, resident alien and registration cards. In reponse, technologies such as biometrics, smart cards, RFID, identity management, and federated identity are being deployed.”

In summarizing the first quarter of activity, Glen Gieschen, Managing Director of Gieschen Consultancy stated “The amount of criminal, terrorist, and government efforts being directed towards counterfeiting trademarks and copyright works has increased steadily each month. Copyright infringement for the first quarter totalled $ 63 Million, while counterfeit trademarks reached $ 333 Million. In addition, more than 80 million phony items were seized which, upon further investigation, led enforcement personnel to the discovery that 800 million items had been sold.

Attempts to trace the manufacturing sources were successful in one-third of the cases which originated with 122 companies, criminal entities and terrorist organizations. The top 3 countries named as sources for multiple forms of counterfeit and pirated goods were China, India and Malaysia. In 25% of the cases, China was identified as the source for entertainment & software, cigarettes, clothing & accessories, computer equipment & supplies, electronic equipment & supplies, industrial goods & supplies, documents and toys. India was linked to 16% of the cases involving clothing & accessories, drugs & medicine, entertainment & software, food & alcohol, identification, industrial goods & supplies, documents, and perfume & cosmetics. In third spot, Malaysia was named in 5.4% of the incidents involving entertainment & software, food & alcohol and documents.

The result of this activity has been to focus efforts on developing intellectual property and brand protection measures by corporations and governments. In the past 3 months more than 50 news articles were written focusing on various preventative measures.”

Kuttapuly Village Sees the Building of Habitat for HumanityÂ’s 200,001st House

Habitat for Humanity, a global non-profit organization seeking to eliminate poverty housing and homelessness from the world, dedicated its 200,000th house in Knoxville, Tennessee, USA on August 15. Twenty-four minutes later, the 200,001st house was dedicated in Kuttapuly village, near Kanyakumari, Tamil Nadu, India. The events associated with this dedication ceremony commemorate the global housing ministryÂ’s partnership with families and the provision of simple, decent, affordable housing for more than one million people. Habitat continues to dedicate a house in some part of the world every 24 minutes.

Volunteers from India and six other countries constructed the 200,001st house and four others in Kuttapuly village.

Michel, his wife Vivitha and their five children will live in the 200,001st house. Michel is a fisherman, like almost all the men of Kuttapuly. Vivitha makes a little extra money for the family by rolling cigarettes. They had bought a small house in Kuttapuly in 1997 when Michel worked as a fisherman in Saudi Arabia. Like many other aging houses in their community, it was severely run down and further damaged by the tsunami that hit coastal India on Dec 26 last year.

After completing 100,000 houses in its first 24 years, Habitat for Humanity launched ‘More Than Houses’, an ambitious campaign to build 100,000 houses in five years. Today’s house dedication marked the accomplishment of that goal.

“The choice of India for the 200,001st house highlights the great global need for housing. From the city of Knoxville, Tennessee to the rural village of Kuttapuly, people around the world lack a simple, decent place to live. Habitat for Humanity is committed to addressing this need,” said Steve Weir, Habitat’s Vice President for Asia Pacific.

Early in the next decade, IndiaÂ’s population is expected to surpass that of China, making it the worldÂ’s most populous nation. Government statistics show that only 36 percent of households in rural India live in pucca structures, those made of permanent materials. As many as 21 percent live in huts made of thatch and scrap materials, with dirt floors and leaky roofs. Only 15 percent of rural dwellings have drinking water, latrine and electricity for lighting.

Since the tsunami, Habitat volunteers, along with villagers, have repaired and renovated 115 houses in Kuttapuly and more than 600 in four districts in Southern India.

Electronic Nose Sniffs Out False Alarms

An electronic nose is so sensitive that it can distinguish between cigarette smoke and smoke from an office or factory fire. Developed by a European research consortium the device will help to end the vast number of false alarms recorded by fire brigades each year.

The researchers developed a demonstrator of the new device and now hope to complete a viable commercial product by October 2006.

The Intelligent Modular, multi-Sensor (IMOS) and networked fire detection system was developed by a 9-member partnership from across Europe to tackle the critical problem of false alarms.

“Currently 90 per cent percent of regular fire alarms are false,” says Florence Daniault, coordinator of the IST-funded IMOS project. “Fire brigades must investigate every alarm logged and it causes enormous inefficiencies.”

The false alarm rate can rise to 99 per cent. “In cargo planes, for example, you may have humidity in the hold which condenses once the airplane takes off. That condensate registers as a particulate and sets off the alarm,” says Daniault.

Furthermore people lose faith in the alarm system and may delay evacuation because they believe there is no fire, with potentially disastrous consequences.

“We started off with the idea of developing a system using several sensors that could eliminate most of the false alarms,” says Daniault.

The team first investigated a variety of sensor types, including gas, optical and conducting polymer sensors. Optical sensors detect light scattering as an indication particulates, while gas sensors detect gases like CO, CO2 or NOx. But conducting polymer sensors can detect a wide variety of volatiles because of their novel properties.

Conducting polymers are an exciting emerging technology because the electrical resistance in the polymer varies in the presence of gas. Even more interesting, however, is that once the gas disappears the polymers resistance returns to its ‘resting’ state.

The IMOS team identified the specific chemicals associated with the smoke emitted from various sources, including wood, cotton, paper, polyurethane (plastics) foam and cigarettes. “Isolating cigarette smoke is a breakthrough,” she says. They developed dedicated polymer sensors to build an array able to identify these specific chemicals.

Their complete fire alarms system now combines a traditional optical detector, which uses light scattering to detect particulates in the air. Once particulates are detected the optical sensors then recruits the conducting polymer sensor to ‘smell’ the type of smoke that’s producing the particulate. If it senses any of a number of characteristic smoke types, it sets off the alarm.

“We tested a demonstration device in an office building and at a recycling centre. We used an employee smoking room for the office demonstration, and the recycling centre had a lot of dust and activity. Both were ideal locations to generate false alarms, but the IMOS worked perfectly,” says Daniault.

Later the team again tested the device in a fire lab where it reacted appropriately to given fire situations.

“There is still some work to be done. We’d like to improve the response time on the conducting polymer sensors, for example. But we’ve started to design a product and hope to complete that in time for the Security 2006 exhibition in Essen next October,” she says.

The security industry will certainly be very interested in a sensor that has a nose for fire.

#14. Do not run washers, dryers or dishwashers, or leave appliances on standby while you are asleep or away.

#16. Check pilot lights and smoke detector batteries regularly.

#17. Purchase good fire extinguishers and keep them where they are readily available.

#18 Keep escape ladders in second story bedrooms.

#20. Don?t place heaters, lamps or candles near fabrics or combustible materials.
